BACKGROUND: The film's plot on Wikipedia (Sam's canon point is just after the part that ends with "apprehended by the government at gunpoint.")
INCENTIVE/FIT: Sam wants a way out of the oppressive bureaucracy that's been closing in on him, and to be with the woman he loves: both things that, for different reasons, could only really be achieved through an act of magic. Specifically, he would request to be with Jill somewhere they could both be safe and happy.
His hangups and neuroses around physical intimacy are pretty commonplace: he hasn't had a great deal of experience, and he strongly equates sex with love. Casual intimacy is something he's going to have to warm to, but knowing that there's a purpose behind it will help.
